Abstract: This paper begins with a brief discussion on the concept and measurement of poverty. Then the focus of attention turns on poverty in Hong Kong. Current situation of new arrivals from the Mainland and the underlying causes of poverty of them will be examined thereafter. Discussion of poverty alleviation strategies is then made in detail in the subsequent section. Lastly, reflection on combating poverty will be shared.
