Abstract
Social work in Hong Kong stands at a pivotal crossroads, shaped by historical legacies, evolving socio-political landscapes, and increasing regional integration under the initiative of the central government of China. Influenced by British colonial welfare policies, Confucian family values, and global social work principles, the profession has played a crucial role in addressing social issues. However, overwhelming managerialist governance, political sensitivities, and closer integration with Mainland China have intensified uncertainties regarding the sustainability of social work in Hong Kong.
This chapter critically examines how these interwoven challenges impact three core domains: education, professional practice, and service delivery. It explores the transformation of social work training from Western-centric curricula to more localized and innovative pedagogical models, assesses the tensions that frontline practitioners face amid performance-driven funding and ethical dilemmas, and scrutinizes the evolving dynamics of NGO-led service provision under stringent regulatory and financial constraints. By elucidating systemic and policy considerations, this chapter offers valuable insights for those committed to preserving professional integrity and advancing social justice.
