dc.description.abstract	本文探討「減低傷害」的模式是否處理青少年藥物濫用問題的一個良好對策。首先會描述「減低傷害」模式的出現背景，然後簡單勾畫出這模式的主要特徵。減低傷害模式的「針對傷害、不求停用」的要素很適合用作青少年藥物濫用的一種對策，因為青少年「消遣性藥物使用正常化」的行為將會持續，故有必要辨別藥物使用的高危青少年群體，了解傷害的情況，設計減低傷害的項目，以補防治及執法工作的不足。有關對「減低傷害」模式的誤解及爭議，本文亦將簡單討論。	en_US
