dc.description.abstract	面對人口老化和長遠勞動力短缺問題，除了輸入外勞或延遲退休年齡等政策措施外，「鼓勵市民生育」亦常被政策制定者視為是解決人口問題的主要關鍵。就以香港政府去年10月展開的人口政策公眾參與活動的諮詢文件為例，當中便以「營造有利環境讓市民成家立室及生兒育女」為主要的章節標題，提出四大建議，包括直接津貼、生殖科技治療、彈性工作時間及有薪親職假期，邀請公眾對如何鼓勵市民生育提出意見。	en_US
