Abstract: The quality of the environment is a pure public good.Externality is the root of environmental problem.This paper reviewed the literatures studying environmental externalities, especially theexternal costs of electricity consumption. Then international studies on the cost of externalities using impact-pathway-approach and other approaches are investigated.External costs of electricity differ widelydepending on electricity generation technologies and the different impact categories.
